             In order to fully implement the Party's 20 major principles, earnestly implement the requirements of the Opinions of The State Council on Implementing the Healthy China Action, the Notice of The General Office of the State Council on Issuing the Plan for Organizing and Implementing the Healthy China Action and the Healthy China Action (2019-2030), and further promote the implementation of the relevant work of the Healthy China Action. The Healthy China Action Office, together with its member units and other relevant units, has formulated the Key Work Points of the Healthy China Action for 2023. Now distributed to you, please member units combined with the actual work, to ensure the smooth development of the work.

Key points of Healthy China Action 2023

The overall requirements of the Healthy China 2023 Initiative are: 

First, improve the working mechanism

1. Held a meeting of the Office of the Healthy China Action Committee. Hold regular scheduling meetings. (Responsible for the Healthy China Action Promotion Office)

2. Organizing the monitoring, evaluation and assessment of the Healthy China Initiative in 2022. (Responsible for the Healthy China Action Promotion Office)

3. Organizing the annual evaluation of the Healthy China 2022 Special Action Task Force. (Responsible for the Healthy China Action Promotion Office)

(4) Establish and improve the expert database and resource database for popularizing health science, implement the Guidelines on the Mechanism for Releasing and disseminating All-Media Health Science Information, and further promote the standardization of popularizing health science. (The National Health Commission takes the lead)

2. Formulate and distribute policy documents

(1) Dietary Guidelines for Adults with hyperlipidemia, Dietary Guidelines for Adults with Hypertension, Dietary Guidelines for children and adolescents with growth retardation, and dietary Guidelines for adults with diabetes were published. (The National Health Commission takes the lead)

2. The Overall Plan for Building the National Trail System and the Guiding Opinions on Promoting Sports in Helping Rural Revitalization were promulgated. (General Administration of Sport takes the lead)

3. Accelerate the revision of food safety standards, improve the mandatory product certification, green product certification and food and agricultural product certification systems, and continue to promote the development of nutrition and health standards system. (The Ministry of Agriculture and Rural Affairs, the National Health Commission and the State Administration for Market Regulation shall be responsible according to their respective responsibilities)

4. Issuing the Special Action Plan for Comprehensively Strengthening and Improving Students' Mental Health in the New Era (2023-2025) and the Implementation Plan for the Prevention and Treatment of Students' Prominent Mental Problems under the Epidemic Situation. (Led by the Ministry of Education)

5. Promoting the promulgation of the action plan for continuous improvement of air quality, publishing the national pilot work plan for environmental health management, and studying and drafting a series of basic standards for environmental health risk assessment. (The Ministry of Ecology and Environment takes the lead in formulating the Standards for Environmental Hygiene and Standards for Disinfection.) (The National CDC takes the lead)

6. China issued the Program for Food and Nutrition Development. (The Ministry of Agriculture and Rural Affairs and the National Health Commission shall be responsible according to their respective responsibilities)

(7) To publish and distribute the Plan to Improve the Ability to Prevent and Control Birth Defects (2023-2025), the Action Plan to Accelerate the Elimination of Cervical Cancer (2023-2030), the Action Plan to Promote Reproductive Health (2023-2025), and the Standards for standardizing the construction of primary Children's health Clinics. (The National Health Commission takes the lead)

8. The National Action Plan for Consolidating and Improving the Prevention and Control of Endemic Diseases (2023-2025), the National Action Plan for the Prevention and Control of Parasitic Diseases (2023-2025), and the Action Plan for Achieving the Goal of Schistosomiasis Elimination (2023-2030) shall be issued. (9) To formulate the Measures for the Dynamic Management of Public Health Core Capabilities at Ports. (General Administration of Customs takes the lead)

3. We made solid progress in key work

(1) Organizing the collection of typical experience cases of the Healthy China Initiative. (Responsible for the Healthy China Action Promotion Office)

2. We will continue to move forward, deepen the campaign for a healthy lifestyle for all, and actively carry out the "three reductions and three health" campaign. (The National Health Commission, the General Administration of Sport, the All-China Federation of Trade Unions, the Central Committee of the Communist Youth League and the All-China Women's Federation shall be responsible according to their respective responsibilities)

3. Continue to carry out epidemic prevention and control, vaccination and other health science popularization, popularize civilized and healthy lifestyles, and enhance people's awareness and capacity for self-prevention. (The National Health Commission, the State Administration of Traditional Chinese Medicine and the State Administration for Disease Control and Prevention shall be responsible according to their respective responsibilities)

4. Continue to build a team of speakers for the Healthy China Campaign. (Responsible for the Healthy China Action Promotion Office)

5. Continue to promote health science popularization with the 2023 National Science Popularization Day and the National Science and Technology Week as carriers, and in conjunction with health festivals and anniversaries. China has launched a new era health science works collection competition, and launched a national summer vacation health program for college students to go to the countryside. (The Ministry of Science and Technology, the National Health Commission, the State Administration of Traditional Chinese Medicine, the State Administration for Disease Control and Prevention, the Central Committee of the Communist Youth League and the China Association for Science and Technology shall be responsible according to their respective responsibilities)

(6) Make arrangements to strengthen school food safety and nutrition and health work, improve the school food safety management system. (The Ministry of Education, the National Health Commission and the State Administration for Market Regulation shall be responsible according to their respective responsibilities)

(7) Holding the first National Fitness Conference and implementing the "Project to Upgrade the facilities of National Fitness Venues in the New Era". (General Administration of Sport takes the lead)

8. Organizing the monitoring of tobacco epidemic among young people and the intervention of tobacco control in 2023. (The National Health Commission takes the lead)

9. Consolidate the achievements made in building smoke-free Party and government organs, medical and health institutions and schools, advocate smoke-free families, and hold smoke-free events. (The Ministry of Education, the National Health Commission, the General Administration of Sport and the All-China Women's Federation shall be responsible according to their respective responsibilities)

10. Crack down on illegal sales of tobacco products (including e-cigarettes and tobacco-like products) and sales of tobacco products to minors through the Internet, and protect minors from tobacco damage. (The Ministry of Education, the State Administration of Market Regulation, the State Administration of Radio, Film and Television, and the State Tobacco Administration are responsible according to their respective responsibilities)

11. Launch the "Action for the integration of Essence and Health", improve the quality of community rehabilitation services for mental disorders, and promote the return and integration of people with mental disorders into society. (Led by the Ministry of Civil Affairs, with participation of the National Health Commission, China Disabled Persons' Federation and other departments and units)

12. Continue to carry out ecological and environmental management work, complete the monitoring report on environmental health literacy of national residents by 2022, and map the distribution of environmental health risks across the country. (The Ministry of Ecology and Environment and the National CDC shall be responsible according to the division of responsibilities)

(13) Conducting climate health resource assessment and meteorological services, and promoting the sharing of health, medical and meteorological data and information. (China Meteorological Administration takes the lead)

(14) Organize training on the key points of health management, diagnosis and treatment of COVID-19 in pregnant women and children, guide the formulation of questions and answers on prevention and control of COVID-19 in pregnant women and children, and select and promote excellent popular science works on maternal and child health. (The National Health Commission takes the lead)

15. China launched the first batch of national certifications for the elimination of mother-to-child transmission of AIDS, syphilis and hepatitis B. China has promoted the establishment of demonstration counties (cities, districts, and banners) for comprehensive development of children's health, and launched an evaluation of a network for treating critically ill newborns. (The National Health Commission takes the lead)

16. Continue to build healthy schools, strengthen schools' ability to promote health, and improve adolescent students' health literacy. (Led by the Ministry of Education)

(17) Holding exchanges between pilot areas and counties (cities and districts) of the national reform of the prevention and control of myopia among children and adolescents. We will continue to promote the evaluation and assessment of myopia prevention and control in various regions. (The Ministry of Education, the National Health Commission, the State Administration for Market Regulation, the General Administration of Sport and the State Administration for Disease Control and Prevention shall be responsible according to their respective responsibilities)

(18) Developing mental health services for adolescents. Relying on the 12355 Youth Service platform, it carries out life education, self-care education and psychological counseling, and continues to carry out actions to reduce stress in middle school entrance examination, self-care for youth, and health protection. (The Central Committee of the Communist Youth League is responsible for this)

(19) Continue to thoroughly implement the rehabilitation and assistance system for disabled children, and conduct publicity and education activities on the Seventh Disability Prevention Day. (Led by the China Disabled Persons' Federation, with participation of the Ministry of Education, the Ministry of Civil Affairs, the National Health Commission and other departments)

(20) Carry out occupational health literacy monitoring of key groups in 2023, and further promote the special treatment of occupational disease hazards. Make suggestions on all preparatory work before the adjustment and publication of the Classification and Catalogue of Occupational Diseases and solicit opinions from the public. Popularize laws, regulations and knowledge related to safe production and occupational disease prevention, and continue to carry out the construction of healthy enterprises and the activity of "Striving for occupational health Talent". (The Ministry of Human Resources and Social Security, the National Health Commission and the All-China Federation of Trade Unions shall be responsible according to their respective responsibilities)

(21) Carry out special actions to improve psychological care, oral health and nutrition for the elderly, promote the implementation of basic public health service projects for the elderly, such as health management for the elderly and management services for the elderly combined with medical care, and organize the implementation of actions to improve the ability of community medical care. (The Ministry of Civil Affairs and the National Health Commission shall be responsible according to their respective responsibilities)

(22) Continue to explore the mode of "property services + elderly care services", and carry out home-based community services for the elderly. (The Ministry of Civil Affairs and the Ministry of Housing and Urban-Rural Development shall be responsible according to the division of responsibilities)

23. Accelerating the implementation of Science and Technology Innovation 2030 -- the major project on the Prevention and Treatment of Cancer, cardiovascular and cerebrovascular diseases, respiratory and metabolic Diseases. (The Ministry of Science and Technology and the National Health Commission shall be responsible according to their respective responsibilities)

24. Strengthen the health management of patients with chronic diseases such as hypertension and diabetes, promote the integration of medical treatment and prevention, and improve the quality of services. (The National Health Commission takes the lead)

(25) Carry out the construction of national advantageous specialties of traditional Chinese medicine to improve the clinical efficacy of such specialties as COVID-19 infection, cardiovascular disease, encephalopathy, tumor, psychosis, lung disease, endocrinology, and rehabilitation. We will promote the development of national and regional TCM medical centers, and carry out the project to improve the capacity of TCM rehabilitation services. (The National Development and Reform Commission, the National Health Commission and the State Administration of Traditional Chinese Medicine shall be responsible according to their respective responsibilities)

(26) Continue to strengthen the prevention and control of infectious diseases, guide all localities to implement prevention and control measures, and promote the realization of the Healthy China action target. We will continue to maintain a high level of routine childhood immunization programme vaccination coverage. Joint prevention and control of parasitic and endemic diseases will be strengthened. (27) Further carry out family health promotion actions, establish a team of family health instructors, build family health service centers, and promote the construction of a family health service system. (China Family Planning Association is responsible for this)

4. Organize and carry out characteristic activities

(1) Holding a special family activity for the Healthy China Action Awareness Competition. (Responsible for the Healthy China Action Promotion Office)

(2) Continue to carry out the activities of "Caring for Life and Saving People around You", strengthen the training of public knowledge and skills in emergency rescue, organize activities such as "Looking for the Most Beautiful Ambulance Worker", "World First Aid Day" and "the Seventh National Red Cross Emergency Rescue Competition", and promote the social civilization of "caring for life and saving people around you". (Led by the Healthy China Action Promotion Office and the Red Cross Society of China; with participation by the Publicity Department of the CPC Central Committee, the Ministry of Education, the Ministry of Transport, the Ministry of Culture and Tourism, the National Health Commission, the State Administration of Radio, Film and Television, the General Administration of Sport, the National Railway Administration, the Civil Aviation Administration of China, the China Association for Science and Technology, the China State Railway Group Co., LTD.)

(3) Carry out "National Nutrition Week" and "5.20" Chinese Students Nutrition Day series of rational diet theme education activities. (Led by the National Health Commission; participated by the Publicity Department of the CPC Central Committee, the Ministry of Agriculture and Rural Affairs, the State Administration of Radio, Film and Television, China Association for Science and Technology)

(4) Continue to organize "Healthy City Healthy Weight" and other themed activities to create a good atmosphere for obesity prevention and control. (Led by the Healthy China Action Promotion Office and the National Health Commission, with participation of the All-China Women's Federation and other departments and units)

5. Organizing activities on themed publicity days such as National Hypertension Day, National Cancer Prevention and Treatment Publicity Week, World COPD Day and United Nations Diabetes Day. (Led by the National Health Commission and participated by the State Administration of Radio, Film and Television)

6. Launching a series of publicity activities themed on the 36th World No Tobacco Day. (The National Health Commission takes the lead)

7. Continue to carry out demonstrative mass cultural activities for the elderly, encourage and guide the elderly to actively participate in square dancing and mass singing, and constantly enrich the spiritual and cultural life of the elderly. (Led by the Ministry of Culture and Tourism)

(8) Organize a series of publicity activities such as National Health Awareness Week for the Elderly, World Alzheimer's Disease Day and National "Month for Respecting the Aged". (The National Health Commission takes the lead)

(9) Further deepen the "Healthy Chinese Mothers Action" and continue to carry out the "Care for Women's Health China Tour". (Led by the All-China Women's Federation and participated by the National Health Commission and other departments)

(10) Continue to carry out the family health theme activities of "Good Family Style and Healthy Walk", hold the 2023 China Family Health Conference, and advocate a civilized and healthy lifestyle. (Led by the China Family Planning Association, with participation by the Office of Healthy China Action Promotion, the Ministry of Agriculture and Rural Affairs, the National Health Commission, the State Administration of Traditional Chinese Medicine, the National Rural Revitalization Administration and the All-China Women's Federation)

(11) Launching a special campaign to promote health with traditional Chinese medicine in the Healthy China Action.
