Compliance requirements for e-cigarettes in Russia

The new amendment. The main aim of the new amendment is to harmonize the regulation of tobacco and other nicotine products, to be treated in the same way as tobacco. The amendment introduced a new

NCPs, which include heated tobacco products, nicotine-containing solutions, liquids, and gels, as well as nicotine powders and foods for sucking, chewing, and snuff.

The Tobacco Act provides

1. If the nicotine concentration exceeds 20 mg/ml, it is prohibited to sell e-liquids containing nicotine, including nicotine salts.

2. It is forbidden to sell or give away e-cigarette oil (with or without nicotine) and electric atomizer to minors (under 18 years old). Minors are also banned from selling such goods

3. Prohibit the advertising, promotion, sponsorship and display of NCP consumer devices and their trademarks, including the use of such trademarks for other goods.

SYSTEMS requirements and test methods, which will be implemented on September 1, 2022.

The new law stipulates as follows

1. Retail sales of nicotine (including those obtained synthetically) or its derivatives, including nicotine salts, are prohibited if nicotine containing liquid or nicotine solution exceeds 20 mg/ml

Oils and nicotine solutions (including soot used in electronic nicotine delivery systems),

It should meet the requirements of child protection to prevent oil leakage

The following information should be included (Russian, not required for registered trademarks) :

Product type and name

Number of pieces (packaged products)

Name of manufacturer

Manufacturer's address

The name and address of the organization registered in Russia and authorized by the manufacturer to accept consumer claims

Nicotine content mg/mL

When the nicotine content in the nicotine oil is 0.1-1mg /ml, an effective number should be reserved;

For the nicotine content of 1 mg/ml of e-cigarette oil, should be integer;

Nicotine content below 0.1mg/ mL is considered to be nicotine-free, so the nicotine content should be labeled mg/mL

Indicate that the product conforms to the standard

Date of production

A declaration that the product shall not be sold to minors

Instructions that need to be stored out of reach of children (e.g., with an inscription: "Out of reach of children")

Nicotine-containing liquids need to include the warning "Nicotine causes addiction" in clear, legible letters in black capital letters on a white background

Ensure that information is legible and durable during storage, transportation and distribution

GOST R58109-2018 also mentions the following component purity requirements for tobacco oil

1. Nicotine, nicotine salt purity is less than 98%

2. The distillate oil in the industry has a purity of at least 94%

3. The purity of propyl alcohol is at least 95%
